Occurrence Trend investigation into Signals Passed At Stop on the Luas network
Occurrence Date 03 January 2020

Basis for Recommendation

Suspected Signal Passed at Stop (SPAS) incidents can only be detected at Line Signalling System (LSS) locations, as a result, the RAIU make the following safety recommendation:

Recommendation

Transport Infrastructure Ireland (TII) should research if technological and/or mechanised systems could be implemented for the entire Luas network to ensure Signal Passed at Stop (SPAS) events are immediately detected, taking into account requirements for ensuring safety risk is as low as reasonably preacticable (ALARP). Analysis should include appraisal of available systems, including systems that report detection of SPAS events to Luas Network Management Centre (LNMC) and to the driver in the cab.
