IÉ-RU were unaware of intending passengers accessing the railway line in order to access train services. A third party, TFI, first observed the incident and subsequently notified IÉ.

Recommendation
IÉ-RU should review their station monitoring systems (such as CCTV) to see if technologies are available to identify and alert IÉ-RU of incidents of people accessing the railway lines from station platforms.
